One of the changes in Musescore 3.1 is that in edit mode, the arrow keys now move segment leading space rather than chord offset. Please continue to allow the user also to move the chord offset using the keyboard within edit mode. Perhaps the arrow keys could move the chord offset, while shift-arrow would be used to move the segment leading space. Thank you.

I think this is definitely worth considering. It was a conscious choice when the leading space adjustment change was made that it would affect people deliberately using drag on notes, and we agreed this probably isn't common enough to worry about (or when it does happen, people would probably prefer to see a spacing change than an offset change). But I think using the arrow keys to apply offsets is a pretty well-established technique for dealing with overlaps between voices 1 & 3 etc.
