You can define a drum set to behave however you like - right click and select "Edit drum set". See also the tutorials / videos at the end of the Handbook entry on Drum notation .
Note you can also flip stems of individual notes at any time by pressing "X".

If you work with 1 instrument ex. snaredrum and with 1 measureline. Can you grab the note and slightly pull the note above or below the line, even with 8 - 16 -32 notes?
Why?
If you work with one instrument ex. snare, tenors, basses (but with many people with the same instrument) it's very important which hand strikes first left or right.
How?
Right hit/ above the line
Left hit / below the line

As I said, you can define it to work however you like. Do you have a specific question about how to do something not covered in the tutorials?
Btw, the convention of using stem directions to indicate left versus right is used in some publications and popular in some countries. But the other very popular method is to used upstem for hands, down for feet. That's why MuseScore had to pick a default, but allows you to override it.
