Assigned Shortcut Does Not Work

Assigned shortcut does not work.

There is no keyboard combination contradiction as well.

When I click "ALT + S" Style - General drop-down menu opens.

Why It does not work?

I noticed that other keyboard combinations with "ALT" having similar problems.
It opens the elements on the most upper bar.

Is there a fix for that?
