Add a line from the palette, overlay it on a barline. Then use the Inspector to adjust the position:

Clicking the horizontal grid button to the right of the number will make it easier to adjust the vertical alignment precisely.

There are also a number of ready-made symbols involving vertical lines on the Symbols palette (press "Z" to display). If you explain the intended purpose of this line, we can advise better, Although note, MuseScore 2 is pretty old by now, chances are there are better ways to do whatever it is you are trying to do using MuseScore 3.

It is just to make a "connection" between two staves in front of notes.

That line already exists in the Brackets palette. This palette is only in the Advanced workspace.

The use seems limited to me (1 or 0).
Is it possible in MuseScore 3.6 to draw something like a pedal line, except it's vertical instead of horizontal? I want one line with the hooks pointing to the left, and one pointing in the opposite direction. The brackets in the symbols palette are too small to fit more than one system, plus I believe symbols are ignored when exporting a file as xml. It should look like the attached image, both in MuseScore and other music software.

No, that's not going to work. The image will not appear when I import the xml file. What I would need is a vertical line from the lines palette, but there are none. I don't see any option to create a custom line either, but maybe I'm missing it.

As a MusicXML file (.musicxml or .xml) is play text, there's no way for it to include an Image. This might be fofferent for compressed MusicXML files (.mxl).
I don't know though (and doubt it) whether the MusicXML standard allows for this at all
