The new workspaces show the double ampersand on some palettes, in the old ones this was needed to prevent them from becoming (duplicate) mnemonics, seems the new workspace/palettes schema doesn't need them anymore.

Workaround for now is to change the translations to using just one &
(so far employed for en_US, en_GB and de)

Having the fix in place (for post 3.3 Beta) means that the workaound no longer works (in/for 3.3 Beta), but shows the strings untranslated.
