Windows 10 1903 (also reproducible on 1803)
Steps to reproduce:
- Use two monitors with primary monitor set to 200% scaling and secondary monitor set to 100% scaling (also reproducible with fractional scaling values, but you may see the effects of another upstream Qt bug).
- Start MuseScore and open a file.
- Move the MuseScore window across monitors. (Dragging the window across with the cursor will produce a different effect than when you use Win+Shift+Arrow.)

Bit thanks for those additional information, which I believe was missing from the other issue
Let's better keep this issue separate, so far per-monitor DPI scaling seems to be something different from palettes being not shown completely or (possibly) causing crashes.
Or not, I didn't read that issue carefully enough...
