It crashes every time I try to fix a measure that doesn't have the right number of notes and rests in it. How should I doing things to prevent this?

That is a strange corruption. If the corruption persists like this, the best way is to insert a measure or append if it's in the last measure like this, select the measures that are correct and press R so they will be copied to the next measure and enter new notes into the added measures after the corrupt one (this is unnecessary in this score since there are no notes). You can then select the corrupt measure and press ctrl+delete to remove it. You only need to select the measure on one staff but you may select it on some or all if you prefer.
