To place fingering numbers below the notes and make the change permanent to the style:
- Open Fingering profile and select note or notes. Then double click on the format you want. Numbers/symbols place above the notes.
- Click on applied fingering number and move placement from above to below using the fingering placement radio button in the Inspector GUI. Then click on the style button to make this a style change.
- Fingering number reverts to the top of the note and no style change is made.
Only thing I have found is to move each number down one at a time and then not touch it again... otherwise the number will move back to the top of the note.

You attached a backup score, not the last version of it
oops. Sorry
See #288372: S button beside "placement" property of fingering resets the property. This is actually by design currently, because fingering position depends on multiple factors.
It isn'y clear why you might want fingerings at the bottom of a staff in one of the cases others than those are the normal rules of notation call for, but pressing "X" will do it (for one or many fingerings selected at a time), and they will stay below, so no worries about touching them - they remain below even if you perform further adjustments.
