Reduce number of notes
Is it possible to restrict the number of notes used in any composition - where for example the bass notes of the instrument used don't go as far down as normal.

"Restrict the number of notes used in any composition"? If you're composing, just write down the notes you have in mind. If you allow arrangers or extemporaneous performers to make some decisions but also want to specify or restrict something, do it. Specify anything in your composition, as long as you want to. There's no clear principles as to what "should be specified".
I don't think you can restrict the playback range, but you can edit the usable range of a staff and then have MuseScore color notes outside of usable pitch range so that they look like this:
Yellow is outside the range of an amateur player but playable by a professional, while red is outside the range of even a professional.
