To be clear:
1) click time signature
2) press Time Signature Properties in Inspector
3) use the resulting dialog to set the beams how you like, by clicking a note to break or join beam
4) read the Handbook under "Time signatute", it explains in more
9/8 can be written in a whole bunch of ways that depends on the song's feel.
2+2+2+3 is possible, but also 3+3+3, 5+4, etc. The grouping of the 8th notes is based on how you want the song to feel.
