Add tempo changes to a score. Mark them as not visible using Inspector. Export parts in .pdf format. View parts. The hidden tempo markings appear on the individual parts. They do not appear in the score.
After further investigation it appears that you have to go into the individual parts and make the tempo changes not visible there as well (a lot of extra work). I would think the default behavior would be to apply the tempo changes from the score to the parts the same way (ie if marked as not visible on the score they would be not visible on the parts). If for some reason you wanted them visible on the parts you could then go into the parts and change them back.

You can try this : go to your 1st part, go to STYLE-------TEXT---------TEMPO-------in the window of Tempo, change the number of the Police, go to Zéro, apply this to "ALL the Parts" all the tempo of all your parts is invisible but work again
It's pretty common to want something visible in the score but not parts, or vice versa, so it's an important feature to support this.
If you add the tempo and mark it invisible before generating the parts, it works as you want in this case.
Someday we do hope to add more controls for this. See for example #25248: Add ability to explicitly break links between linked staves/parts
visibility is layout, and that, by definition, is not synced between parts and score (but indeed copied accros on part creation.
So this is by design and unrelated to [#25248, which is basically requesting the ability for non-layout things to not sync
