extra time sig
there is a extra time signature after meas 28 on same line. Why? How do I get rid of it?
Meas 290 seems just fine to me.

It's a courtesy time signature put there to warn of the impending change in the next line from 2/4 to 4/4.
You can right click the 4/4 in measure 29 and then choose "Hide Courtesy Time Signature" to get rid of it.

Note though that while you can disable it as described above, you shouldn't. Those are required by the rules of music notation, and I think would be especially essential in cases like this where people are switching from reading rhythms to just reading chords and very might not notice the time signature change. I don't know the song so I'm not sure how people are supposed to interpret the slashes - are they truly the same length of beat between the lyric section and solo section? - but either way, I see train wrecks ahead if things aren't clarified one way or another.
