Menu text, Inspector text and so on, are poorly rendered, and look rather thin and patchy.

I would guess this has to do with the change in how we determine the default font. In previous versions we often got it wrong, now we are supposedly getting it right. So it could be just a matter of being used tot he wrong font and being surprised by the right one. Or it could be a specific case where this didn't actually work.

Actually, on reflection it's just different, not worse. The new default is now "Segoe UI", font-size 9. Close issue?

Yes, if you're seeing Segoe UI in 9 pt, it's working as designed, and MuseScore's UI font should now look like the UI font of pretty much every other Windows app.

If it actually looks different from other Windows apps, that may be because we're using the FreeType renderer and not the native Windows one. But any differences should be minimal. If they aren't, please feel free to reopen this issue and include screen shots.
