You can load any score into MuseScore (unless it is broken or corrupt)
You can't download non PD and non Original work scores from musescore.com though with out a Pro subscription anymore. Entirely different and unrelated issues and also nothing to discuss here on musescore.org

Because of a change on musescore.com, to prevent the site from being shutdown for copyright violations.
This measure had been announced in August 2019 already and is in effect since a couple months now.
None of this has got anything to do with this site here though

Again: Don't confuse loading a score into the MuseScore program with downloading a score from musescore.com.

what is the point of have pdf converter on musesore even if I want to arrange my own scores which saves time rewriting my own work

I don't understand that question. The PDF converter on musescore.com exists, but is not as useful as one might wish for. The fully fledged Audiveris (which is used on musescore.com too) is more likely to produce reasonable results. Neither though is topical here on musescore.org.
You can manually transcribe from a PDF into the MuseScore program, that is the option most likely to create good results.

It does not matter what work I try to download into musescore it won't load into musescore so I have to write it out by hand all the time there must be a quicker way to do this

Not for PDF files. Download the mscz files instead and load them into MuseScore.
Or download the PDF and load into Acrobat.
Or take open the mscz in MuseScore and export to PDF and open that in Acrobat

Well, as said in https://musescore.org/en/node/305278 Adobe Acrobat is for opening PDF files, not for opening mscz files.
You cannot download a PDF into MuseScore either, that needs an mscz file

Maybe in your macOS the associations of file extensions to applications got screwed up somehow?
If so that won't be a MuseScore (nor Acrobat) issue at all
