There are no templates to choose from when I want to create a score.
I downloaded the 3.5 beta version two days ago. I was surprised to see that there was no template I could choose from. So I know not what to do. Help me. I tried to uninstall and reinstall but it did not work.

Try re-downloading and re-installing
This is the 2nd such report, did you have any MuseScore 3.x version installed before?

I too have no templates when I open MuseScore3 plus no option for instruments. I uninstalled and reinstalled without success. The same options or lack thereof are presented.

Try a revert to factory settings (via the Help menu)

Now that I have done this, I only see open a new score and there are no helps on the right side. The error is, "This site can't be loaded from the cache. The saved (cached) copy of this site was unreadable. ERR_CACHE_READ_FAILURE"
There are no templates and if I open a new score I do not get the option to choose instruments.

But 3.4.2 works normally, just 3.5 Beta misbehaves that way?

OK, then this is an entirely different issue than what the OP had. Or maybe not, but unrelated to 3.5 at least.
Check https://musescore.org/en/3.5beta#comment-1007849, i.e. the hint reg. Open GL display drivers which, if lacking, would also result in empty palettes and non-functional plugins (if those have a GUI)
