With attached score:

Format > Page Settings > Change stave spacing from 1.700 to 3.500.

The volta text does not increase in size. See bars 10 and 11 for examples. Workaround is to scale it up manually.

And this is regardless of Format > Style > Text styles > Volta being set to follow staff size settings and even happens if the volta text is used at its style settings (which the sample score does not)

FWIW, I suspect this will turn out to be related to issues where changes to the text style associated with a line don't affect the existing text elements within existing lines.
