**This might be intentional, so if it is, is there any workaround?
Multimeasure rests not generated when "exclude from measure count" checked in Measure Properties.
Steps to Reproduce:
- Right click a measure in the score, and select Measure Properties.
- Select the check box "Exclude from measure count," then press apply.
- File>Parts>All Parts>Ok to create the parts.
- Select a part. The measure number excluded from the measure counted is not in the multimeasure rest.
I understand how this could be useful to others, but when working with music with irregular measure numbers (musicals, where first eight bars are labelled A-H), this becomes extremely frustrating. If it is intentional, it might be useful to have a setting to enable/disable this.

It probably is indeed intentional. Workaround would be to not exclude them, but instead just set the first "real" measure to be measure 1 using a negative value for the add to measure count field.
