MusicXML - Exporting Score with Instrument Changes results in instrument changes not working

I have a bunch of scores in musescore, some of which have instrument changes. I'm trying to export the scores to MusicXML to import them into Finale, however, once I import the scores into Finale, the instrument changes have no effect. Not sure if this is a Musescore thing, or a Finale thing, or even a MusicXML thing, but can anyone help me with this? I've attached an (albeit unfinished) demo score so that you may try for yourself.
