Repeats and jumps

I'm unable to get repeats and jumps to work in a particular case. The attached file is a manufactured example. The example illustrates a song with three verses, each with a repeated refrain. The intended playing order is : verse 1 (bars1-4), refrain (5-8), repeat refrain (5-7,9), verse 2 (1-4), refrain (5-8), repeat refrain (5-7,9), Verse 3 (1-4), refrain (5-8), repeat refrain (5-7,10 and end). The voltas have repeat lists as per the volta text. What playback actually does is : verse 1 (bars1-4), refrain (5-8), repeat refrain (5-7,9), verse 2 (1-4), refrain (5-8), repeat refrain (5-7,9) - and stops, i.e. does not obey the D.C. in bar 9 the second time round (repeat 4). If I put an "end repeat" barline in bar 9, then it ignores the D.C. and goes back to the "start repeat" in bar 5. I'd be grateful if someone could put me right on this, please. Regards. Richard.
