entries in Articulations panel in Palettes window do not have mouse-hover help popup

1) Open an mscz file
2) Select View => Palettes
3) Select Palettes window
4) Expand Articulations panel
5) move mouse pointer over any icon and stop; yellow textbox explaining icon should appear.

Yellow textbox explanation does not appear in Articulations panel. It works properly in other Palettes panel.
