Missing dll file

I tried installing MS3.5 and 2.x on a Win 7home 64bit PC. The MS2.x installed and runs no problem.
The MS3.5 reports a missing dll, (see screenshot) I tried installling the x86 version and the 64bit version, same result. I uninstalled them before trying again. MS2.x stays intact.
Where might I find this missing file and where does it go? The PC is not on the internet.
This is not related to my other post here btw, different machine.
