Musescore 3 instruments.xml editing
By turning this file into a .txt file and editing it,
shouldn't I be able to edit what the selections appear inside Musescore 3
to assign staff/staffs as a new Instrument? (by choosing All Instruments instead of Common).
Several of the selections/samples are just not there in the Musescore_General_HQ.sf3,
even though they are listed as selections inside the program. For example when Tablas
is chosen, Musescore defaults to 2 samples Mute Hi Conga and Low Conga.
I am using Polyphone to make .sf2 files that are instrument exclusive to my arrangements,
but having those mystery instruments as choices, while they appears something else is frustrating.

You can edit the XML directly, no need to rename it. But if you do rename it, be sure to name it back,. Then be sure also to tell MuseScore you use your modified version in Edit / Preferences / Score. Generally, we advise people not to create modified copies of the full file, but to instead create a subset with just your changes. That way the default intruments.xml is also available. Otherwise, you will lose out on updates to this file in future versions of MuseScore.

Sir with no idea what an sf2 or sf3 contains, how do I make changes to my Instruments.xml, how nice if there was a software which could take the sf3 and generate a great xml file for me !!!

There's now 1-to-1 relationship between sf2, sf3 and instruments.xml, so that won't work nor help in any form or shape.
There is, however, for MuseScore 4, a spreadsheet that outlines all the connections and gets used to genererate the instruments.xml
