Could you explain your request a little bit more? Chord symbols above the staff should be appear by default. Via shortut "x" you can switch it to appear below the staff, but the best way is to define it as style inside the inspector. Or are you looking for a procedure, that the chord symbol always appear above the barline? You can change the offset for it and define it as style, but it won't always match with other measure bar lines.
The shortcut for chord symbols is Ctrl+K, but as mentioned, these will appear in the standard place above the measure itself, not above the barline between measures. Nor would there normally be a reason to put them there, it wouldn't really make musical sense. Maybe you mean rehearsal marks? Those are Ctrl+M.
