to change the vertical ratio of the measures and bars?

It's not totally clear what your picture is trying to indlcate - you want a staff that has only three lines, where notes are not centered within the spaces, and noteheads overlap each other? This is probably achieving through a variety of means like changing the scale and line spacing in Staff/Part Properties, possibly also changing note sizes. But maybe that was just a mockup, and you really just want a smaller staff? That's simply, set the staff size in Format / Page Settings (literally you are setting the size of staff spaces, so it's 1/4 the size of the staff).
