Currently, the controls for switching between Page view and Continuous view are part of the File Operations toolbar. This in itself is a dubious place for the button, since that hardly has anything to do with Operating on Files in the first place, but one would at least expect to find it under the View menu.

Agreed, I'd like that much too. I think originally it wasn't because the implementation actually made this an edit operation that affected undo etc, but that's been changed, I don't think there is any good reason not to have this accessible via a menu.
Note there is a keyboard shortcut to toggle it, Ctrl+Shift+V
