Which MuseScore version exactly and what Operating System?
I am using version 3.6.1 The problem exists in both windows 10 and linux mint 20.1(appimage)
It works fine for me. I wonder, though, I also see it is not sized correctly in your screenshot (or maybe that's what you mean by not visible), and the background of the accidentals is a strange color. Are you perhaps using custom paper / backgrounds? And you've specified this for the palette too? As for the sizing, are you running on a display where you need to use "-D" to get the score to be the correct size at 100%? Do you have QT_AUTO_SCREEN_SCALE_FACTOR set in your environment?
I took a screenshot especially like this so that you can understand. otherwise staff does not appear at all in the first opening.

Now I see, I can reproduce only if I use the "create key signature" button in the "more" section of the key signatures palette. If I use the master palette, or the shortcut Shift+K, it's OK, because that version of the dialog contains the full master palette as well. I'm guessing the special version used here simply isn't big enough by default.
I can reproduce this in 3.5.2 and 3.4.2 as well. I don't have 3.3, and before that, I didn't think this special version of the dialog existed.
