according to the handbook, to re-use a 2 measure repeat, copy and paste.

Huh? 2-measure repeats don't work at all in 3.x (only as graphical elements), they will in MuseScore 4 though. Until then see How to create a 2-measure repeat sign with playback.
Still copy/paste does should work (and did for me when I last used them)

Yes I don’t have a problem with 2 measure repeat. I have a problem with copy/paste not working.

Strange, I don't find that ""Double Repeat-Measure" sign mentioned in step 8 of that HowTo in MuseScore 3.6.2, nor in 3.5.2

It does paste if you select the target barline

That's at least a workaround. Not sure why it doesn't copy along with the measures it belongs to
