Are you sure you selected all, as opposed to, for example, having double-clicked something? That's the only thing I can think of that would result in the transpose command not being available. Try pressing Esc a coupe fo time time to be sure nothing is selected, then press Ctrl+A, make sure you can see the score really is selected (blue outline around it), then try again.
If that doesn't help, please attach your score and give precise steps to reproduce the problem. And say if other menu items also seem to be disabled or just Transpose.
