version 1 allowed me to create a custom time signature. version 2 beta only allows me to use
pre-existing ones from the pallette.
was the time signature creation feature removed?

No, just moved. The time signature designer is now found on the master palette. You can access the master palette via View / Master Palette, or, you can press Shift+T to pop up the time signature portion of the master palette directly. And it's much improved over 1.3 - now you can specify how you want eighth notes beamed by default in your time signatures, plus you can customize the appearance of the time signature, have different time signatures on different staves, and more.
