How to reset number of bars per line
I currently have 18 bars per line. How do I reset this to 4 bars per line?

It's not a setting any more than a word processor has a setting for number of words per line. Both will simply fill the line as much as they can then wrap around to the next line when they can't fit any more.
Right now you have 18 measures per line only because they are empty, so really that's perfectly normal. As you start adding notes they will wider to accommodate the notes you add - no need to artificially mess with this in most cases. but if you do have some very specific reason to want fewer measures than actually fit - for example, lead sheets and children's music - you can simply add line breaks where desired just as with a word processor - by pressing Enter at the desired location. You can also use Format / Add/Remove System Breaks to automatically add them every four bars or whatever.
