  1. When you define the Time Signature of a new score, it should use the right rest to fill the whole measure. Ex: if you select a 3/4 of a new score, the rest which will apear on empty measure will be a whole note rest. So, if your intention is writing a song with only harmony, all the rests will be wrong...

It is not a whole reate but a full measure resr. And that is by design
Use "fill with slashes" for your purpose
