To add a measure in MuseScore you need to have a measure already selected. In the drop-down menus go to add and then measure. If you want to add a measure before the measure you selected, you can use the Insert One Measure or Insert button on your keyboard. If you want to add a measure after the measure you selected, you can click Append One Measure or Ctrl + B. There are also buttons for adding multiple measures before or after the one selected in the same menu!
