Alt+up/down only works across staves if a note/rest is selected?
I understand "alt+up" and "alt+down" are mapped to commands called "up-chord" and "down-chord", but the curious thing is as long as what's selected is a note or rest they do allow you to jump to the previous or next staff, which is very handy. Is there any reason it shouldn't do the same for other symbols, e.g. clefs or barlines etc.?
In fact even "next-track" (go to next staff or voice, no shortcut key by default) doesn't work as expected for barlines/clefs/time&key signatures - it jumps to the staff below but then to the note/rest following the symbol you were on.
Is there a way you can map a keystroke to a command to change the selection to whatever symbol you're on currently but in the next or previous staff?

Maybe alt+up/down should also work, if a key signature/time signature/barline is selected, but after playing a little bit around with it there's also for left/right a inconsistent behavior.
One explanation about the reason could be, that's designed first of all for note input via keyboard.
For me it's maybe more a missing shortcut feature of "Accessibility": It would be nice to have a similar shortcut as "accessibility: next element" (alt+right/left) to have another one for switching to same spot in the next/previous staff.
No good reason other than the fact that Alt+Up/Down are very "old" commands that long predates the ability to navigate elements other than notes or rests. Probably when Alt+Left/Right were added a few years back, it would have made sense to extend Alt+Up/Down as well.
