Ctrl + Del does not remove measure. Selecting measure and clicking "remove selected measures" on menu does not remove measure. No other methods found. I had to resort to creating a whole new file and copying and pasting.

No, I'm afraid I overwrote it with the new file.
And now (in different scores) you can delete measuees?
There have been a few isolated reports of this command stopping work, but mostly on macOS. When you say "PC", are you meaning Windows? What version of MuseScore (see Help / About)? When this problem occurs on macOS, normally it fixes itself if you close MuseScore and restart it. So far no one has figured out how to reproduce the problem though.

Can confirm this. I'm running the latest versions of both Windows 10 and MuseScore. Attached the affected file that won't let me delete the last few measures.

So you confirm that Ctrl+Delete resumes working when you restart MuseScore?

Oh! Didn't see that one. Yes, I just tried that solution and it worked. If it helps track down the bug, nothing worked before relaunching MuseScore: not the Ctrl+Del shortcut, nor the right-click menu.
Hmm, so far most of the people who have encountered the issue are on that macOS, with only one or two reports on Windows. But so far no one has figured out how to reproduce the problem, so unfortunately we're at a loss to start investigating a fix.
Restarting MuseScore seems to be the workaround then, on Windows as well as Mac
