Pedal works out of order

Pedal works out of order in both imported or new score files. You may check it with these attachments below.

What expected

MU4 should well play the pedals.

What unexpected

For new score

Steps to reproduce the behavior:
1. Create a new Grand Staff
2. Fill the first measure with notes but leave the rest empty.
3. Add pedal(s) to the notes.
4. You will hear the reverb sustains for several beats after the end hook of pedal.

For imported MuseScore 3

Steps to reproduce the behavior:
1. Import an existing file created in MuseScore 3
2. Play it.
3. You will not hear pedal.
