When using default staff spacing (1.750mm) bars filled with 7tolet or 32th notes exceed the page.
I had the same issue with 3.6.
When reducing staff spacing the problem is solved.
It's not necessarily a problem but people might expect the software to automatically compress the notes.
Regarding default spacing: in orchestra scores spacing is rarely so large, I believe the minimum according to MOLA is 4mm total for staff for orchestral scores. Maybe it's worth configuring the templates in a the minimum standard for publishing convenience and have the user increase as necessary and not vice-versa.

So it isn't a 4.x problem
The workaround is to reduce the staff space or increase the paper format

If you prefer a default other than 1.75 mm, set it to your preference and save the style. See https://musescore.org/en/handbook/3/layout-and-formatting#save-and-load…. Then set that as the default in [Edit]>[Preferences].
I think automatically adjusting the scaling to fit the music would be wrong. Determining page layouts often involves difficult compromises. Stave scaling is just one of the parameters I play with, and usually adjusting that is the last resort when making other adjustments haven't given a reasonable result.
