Defining a swing such as the following one is not possible within MuseScore.
Such a swing would require a swing ratio <50% which is forbidden at the UI level, which restricts the ratio to the [50%,99%] range.
However, this is only a UI limitation. So modifying the swing ratio directly in the .mscx file to a value <50% is possible and played correctly.

No such restriction on the swing spin box exists in MuseScore 4. Unfortunately, swing playback isn't working at all right now, so while you can set it, it doesn't play. See https://github.com/musescore/MuseScore/issues/10972. Looks like it's being actively worked on this week.
I guess we can mark this issue fixed then
I don't see the "fixed in version" field in the issue follow-up. This could be useful that lambda people like me could see it to avoid people reopening an issue claiming they keep reproducing it, while they are not using the version where it has been fixed.
