When composing for the piano, is there a way to add a block chord on the bass cleff and then have the chord break up over the measure?

It's not really clear what you mean here, but if you can show an example, we can understand and assist better.

Ya, I am new at this trying to do a project for a music theory class. I want to put a block chord on the bass stave and then have it expand horizontally on its own so I can listen to how it sounds with the melody I have written on the treble stave to start tweaking. My teacher demonstrated this with Sibelius online but we use musescore!!! I can't find this feature on musescore. I did find the vertical expansion of chords but I can't find a horizontal expansion.

It's just not clear what you mean by "expand horizontally". Do you mean, replace a whole note with four quarter notes? Just enter the four quarter notes normally instead of the whole note. If you mean something else, we'd need to see an example to truly understand. So, a picture of the notation you are trying to achieve would help.
There is no "make this arpeggiated" plugin that rewrites the notation afaik.
But you could add actual arpeggio's from the palette and/or have a look at this Arpeggiate Plugin to tune the tempo/duration.
