I'm not sure what you mean by a "mp3 converted to a pdf" - is that really a thing? But anyhow, to get music into MuseScore, don't mess with mp3 or pdf - just input the notes normally using the program itself. if you have a MusicXML file that accurately represents the desired notation, that can be imported with decent results. If you have a MIDI file that accurately represents the desired playback, that (might produce OK-ish results if you carefully quantize it first. Neither an mp3 nor a pdf is likely to be of much use, though
