I use both English and Hebrew on my PC, and pretty much all software can understand shortcuts even when my input language is Hebrew (so when I press Ctrl+S to save it saves even though I actually pressed Ctrl+ד).
MuseScore doesn't recognize any input when I'm on Hebrew, and it makes it very annoying sometimes, because I think that I saved the project when it actually wasn't.
I don't know if it's only Hebrew or all non-English languages/characters.

Not having a Hebrew keyboard I can't confirm, but in order for the developers to investigate, please report this to GitHub as per the beta announcement. Be sure to included as many details as you can - such as why Ctrl+T substitutes for Ctrl+S and how this is normally handed, etc (this isn't something those of us who don't know Hebrew keyboards would know about).

A small correction: Notice that the original poster meant Ctrl+ד, not Ctrl+T (those two letters are similar in design but are different. The Hebrew one is called "Dalet").
I can confirm, on Windows 10, that when the input language/keyboard is set to Hebrew, no keyboard shortcuts that are based on a Latin letter work. Here are some more examples:
* Ctrl+C (Copy) is registered as Ctrl+ב. Ctrl+V (Paste) is registered as Ctrl+ה. Thus Copy+Paste functionality does not work.
* N (Note input) is registered as מ, and doesn't do anything.
* "." (Dot) for dotted note, is registered as ץ and doesn't do anything.
