Edit Mouse Modifiers?

How do I customise the Mouse buttons and modifiers?

If the answer is, "you can't" perhaps this could kindly be moved to the Feature Request forum.

In many applications (Reaper is an example, screenshot included) you can easily edit the Mouse buttons and modifiers.

This is really useful since we all approach software from different backgrounds and use different input devices.

A use case is, I personally never want the mousewheel to move a note when it's selected. I'd rather the Middle Mouse Button and Scroll Wheel to ALWAYS just perform Pan/Zoom on the score view. I've had many instances where I've had a note selected on an orchestral score, used the mousewheel to move to another part of the score and not noticed that I'm moving one or more notes!
