Select Palette Properties.
Change Name ("Layout" -> "Breaks & Frames")
Save & Close score.
Reopen score and palette name has reverted to original ("Layout")

Using "&amp" instead of "&" didn't seem to have any effect. I was able to rename a palette by using "Save Palette..." and creating a new file; though it required running MS4 as "Admin" to be able to save to the MS4\bin folder. Other customizations to palettes require no aditional actions.
