While testing for velocity offset I've noticed I can only change the velocity to a fixed value in my older scores but it has no effect on newly-created ones. Example attached. Play it and notice that the velocities are different, yet the volume is the same.

How to repro:
1. Create a new score (Piano)
2. Input a few notes
3. Change the playback velocity of several notes
4. Listen for changes
