how do I do these triplet

Hi guys,

Please see the attached image, I have two red circles in the area I am having problem creating:

1- can I do the 4 rests at the very beginning, the same way shown in the image.
2- I am having problem with the quarter notes triplets, I tried everything I know to make happen but I was not successful.
