Steps to reproduce issue:
1. Select Edit->Preferences->Shortcuts
2. Select an action and enter the dialog to define a shortcut (e.g., double click on the action).
3. Try to enter a two-key sequence. The first key replaces the second.
The work-around is to edit the XML file directly to add the shortcut.

Thank you. I had searched musescore.org, but didn't find the issue there. I probably used the wrong keywords for the search.
Searching musescore.org won't find stuff on GitHub ;-)
