All that does is make the staves smaller. It doesn't move them off of the title. Plus I don't want page 2 through the end smaller.

You will have to find a compromise, however it is best to attach here the score you are having problems with (the *.mscz file) and someone will be able to take a look at it.

But do I have to do each page separately? It seems so. Pretty tedious when the original is perfect. Musescore 4 doesn't have a way to select all pages or a page range and edit them? Seems pretty basic to me.

"But do I have to do each page separately?"
No. You can set up your score overall with these two menu paths:
Format > Style... > Page
Format > Page settings... > Scaling > Stave space
For the first page only you will probably need to adjust the "Gap below" for the title frame. Please always attach your score (.mscz file) if you have a problem, It's much easier to advise if we have the score rather than just a picture!
For general advice about Formatting, see the MS4 Handbook:

I have done that. It does set the entire score but I want the first page to be different. I don't see a way to select page 2 to the end setting those pages while leaving page 1 alone. Perhaps that is more clear to what I'm trying to do than I was before.
So what you are saying is set the score to what page 2 to the end should look like and than go back an adjust page 1 by itself.
