MuseScore 3 made it possible to have 4 different sets of notes. This is really helpful when composing finger style guitar arrangements using musical notation and tab. MuseScore 4 only has 2 sets of notes and it is very hard to compose with.
I note that I found a way to theoretically create a 3rd set of notes, but they are tied to note set 1 and when I edit them I end up ruining the melody notes already typed in with set 1.

I assume you are talking about the 4 voices available per staff? This is still supported, but the toolbar shows only two for simplicity. To access the rest, you can add the buttons to your toolbar using the customization button to the right. Or use the keyboard shortcuts Alt+Shift+number.

I guess you are asking about how to use more than two voices which is the term Musescore uses. There are still 4 voices available per stave. In Musescore v3 you had to enable the "advanced" workspace to see the buttons for them. In Musescore 4 you have to customise the toolbar to show them. Click on the settings cog and scroll to the bottom of the dropdown.
