1) I have a file with 4 voices
2) When I select a voice staff/part properties and I select 1 octave UP it actually lowers the notes on my staff an octave and vice versa (selecting DOWN makes the notes travel to a higher octave). Somehow that does not make sense to me
3) please look into this.

In that dialog you're not transposing notes, but change the transposing of the instrument. An instrument that is notated an octave lower than written, then has the already notated notes an octave higher, and vice versa.
To transpose existing notes an octave use Ctro+Up/Down or Tools > Transpose > Intervall > Up/Down > Octave
You report is against 4.0, but iot has been that way ever since

I indeed tried to only transpose one of the voices / instruments. Not all of them (as happens when I chose Tools > Transpose. I now understand what is meant with the up and down - to a newby it feels counter-intuitive. Thank you for explaining.

I have only just started using and installed the version that is up so I can not compare it to older versions (that is why I mentioned I am using the newest version) - it might have always been like that: I have no comparison as I never used an older version.
