Click the settings icon on the note input toolbar to add that and other seldom-used symbols.

have look on this screenshot. bar 45 the halfnote must have 2 dots.

As you're apparently using Mu3: Switch to the advanced workspace

In MuseScore 3, the double dots are found by switching from the Basic to the Advanced workspace.
In MuseScore 4, the double dots are found by clicking the toolbar settings icon.
Both controls are found at the far right of the toolbar.

Click on the settings "cog wheel" in the tool bar and open the "eye".
