Instrument Arrangement

I have a question about configuring instruments to a score. I am writing a score, in which I have to instruments: the bass and a violin. The melody is so short that I can fit it in two pages. The problem arises when I want to add the second melody of the violin, which comes at a later time.
To fit everything in two pages I wrote the Bass with violin part of the song in one page and the part, where there are two violins playing, I want to add a new stave. The thing is that I want to add a stave just for the second page, not the first page because the second violin doesn't play at that time. If I add a stave for the second violin, the document increases to 3 pages, and I want to avoid that.

Can someone help me?
